HSE&Q Coordinator

HSE (Health Safety Environmental) Function:

• Control of the compliance with national laws, international codes and standards, clients’ and SFW’s practices and standards in order to ensure facilities as engineered, constructed and operated to meet the applicable safety and environmental requirements.
• Eliminate or reduce as low as possible hazards of the designed facility.  Where this is not reasonably practicable, mitigations shall be taken to manage residual risks.
• Be familiar with hazard assessment methodology (either qualitative or quantitative): Hazards identification; Assessment of the likelihood of occurrence and possible physical effects; Evaluate options to mitigate their likelihood and/or consequences.
• Be familiar with and manage with support of external consultant(s), as applicable safety studies and reviews (such as HAZID, HAZOP, SIL, LOPA, RAM, Fault and Event Tree Analysis, QRA, Fire & Toxic Hazards, Dispersion Analyses. etc.) implement mitigation to reduce risks to ALARP .
• Prepare Design Basis for Fire & Gas Detection/ Alarm and Fire Protection Systems
• Prepare project specific HSE Plans
• Establish guidelines for Health, Safety and  Environment and their co-ordination within engineering and construction groups providing interpretation of the new laws and their enforcement.
• Be focal point for HSE related matters during contract execution and preparation of proposals
• Prepare and/or keep updated HSE Documentation
• Carry out HSE training courses to Company employees, as needed
• Be point of reference for the compliance with Laws and Standards in design activities.
• Monitor and verify the Company safety statistics.
• Safeguard the health and safety of personnel of the Company and other entities related to Company  activities
• Pre-qualify sub-contractors to assess their competency, experience and safety records.
• Investigate and report all incidents and near misses from SFW operations. Identify root causes and propose preventing actions.
• Implement ISO 14001 and OHSAS 18001 requirements for Company related activities.

QA/QC Function:

• Manage and be focal point for Company’s Quality Management System (ISO:9001)  both at Company and project levels.
• Ensure the awareness of QM system principles within the Company and keep records to demonstrate the System effectiveness and improvements.
• Recommend modifications to the QM System documentation as a result of: Management Review, Certification Body NCR's, Internal QF’s / NCR’s and ISO 9001, ISO 14001 and OHSAS 18001 development requirements.
• Coordinate the preparation or up-dating of the applicable System documentation
• Participate to the proposal definitions, discussions and, when required, Management System presentation
• Prepare and manage the schedule of all Company System Audits
• Maintain relationship with Certification Body representatives and coordinate their activities within the Company
• Assure the qualification of Quality correspondents.  Perform required trainings when necessary.

Skills & Requirements:

• 10-15 years of relevant HSE experience in reputable E&C Companies, serving to O&G industry in preferably Refining and/or Petrochemicals business.
• Good knowledge and experience in the areas of risks assessment, fire and gas systems’ design and competent with relevant international and local codes and standards
• Able to perform engineering and construction HSE activities related to facilities design, construction and operation
• Plan and perform safety trainings.
• Competent in ISO 9001, ISO 14001 and OHSAS 18001.
• Ability to work collaboratively in a multinational team environment.
• Ability to communicate effectively, both verbally and in writing, in English.
• Proven experience in the areas of engineering, procurement and construction.
• Chemical and/or Environmental engineering background is preferred.
