We are currently looking for experienced professionals for the following role:
Lead Procurement Specialist
Purpose:
Leads a team of contract administrators to tender, evaluate, award and administer contracts. Interfaces with Construction in the performance monitoring of contractors to deliver contracted services within budget and schedule to the required quality and safety standards.
Key Accountabilities:
• Comply with Company, Project and Customer contracting policies and procedures and act within limits of delegated authority. Comply with Company’s Code of Conduct.
• Comply with and enforce Company and Customer policies on anti-corruption practices and train Contracts team in such policies.
• Prepare the contracting portions of the project specific procedures based on the Company’s EMS, developed to address identified local risk issues and particular Customer requirements.
• Participate in project risk assessment workshop. In collaboration with other project disciplines prepare the project contract plan to include appropriate mitigation of the risks. Establish and update the contracts schedule as required.
• Review work performed by assigned subordinates to ensure compliance with Company and Customer policies and procedures.
• Monitor productivity and progress of assigned personnel. Manage workload, work distribution and priorities to maintain high levels of achievement by all group members.
• Conduct performance evaluations, recommend promotions or other personnel actions and identify training and development opportunities and needs.
• Coordinate contracting activities with other project functions and regions to ensure that contracting goals and activities are properly aligned with the project objectives.
• To deputise and act for Procurement and Contracts Manager when absent.
Essential Skills / Competencies Required:
• Assist the Procurement Manager to supervise, equip and coach contracts team members to ensure proper performance in their duties for each major Project and in the Asset Services.
• Work with the Procurement Manager, Project Managers and Construction to ensure accurate and standardised reporting for all Projects.
• Maintain and promote good working relationships and sharing of information within the Project procurement team and other disciplines and across the global WorleyParsons Procurement and Contracts network.
• Leading the project contracts team.
• Lead the Negotiation process within procurement / contracts.
• Performing all Contracts duties for nominated contracts including formation and administration of the contract through bidder prequalification, Procurement Execution Plan issue, ITT issue, tender evaluation, award and recommendation, and monitoring of performance of contractors. This includes general contract administration, invoice verification, resolution of claims, resolution of back charges and contract close out.
• Develop contract strategies which result in the best “value for money” for the project and the customer.
• Ensure that project Contracts procedures and processes are followed including maintaining the necessary files.
• Review and approval of documentation in accordance with the project authorities manual.
• Workload planning and resource allocation.
• Report on contracts progress.
• Representing contracts at customer and project management meetings.
• Provide commercial advice on contracts matters to the project.
• Excellent people management skills such as leadership, team, interpersonal, coaching, mentoring and supervisory skills. Must be able to build, motivate, develop and manage an effective team.
• Excellent management skills including the ability to plan, set goals; and manage time, priorities, resources, accountabilities, schedules and cost.
• Minimum 10 + plus years, experience in Contracts formation and administration, with an emphasis on EPC/EPCM projects.
• First class contract writing and negotiation skills.
• Ability to write BOQs and schedules of rates in RICS form
• Clear Understanding of Project Controls requirements and interfaces.
• Ability to operate and maintain Contracts and Contract reports in a contracts management system.
• A recognised degree / diploma in the relevant discipline or equivalent.
• Postgraduate qualifications in the relevant discipline; management or supervisory qualifications or equivalent experience.
