Anti-corruption specialist, 320 days, senior expert
Qualifications and skills
University degree in Law or related discipline, in its absence, equivalent professional;
Experience of at least 10 years;
Project management knowledge, skills and experience;
Fluency in written and spoken English (competence of at least 2 on a scale of 1 to 5 (1 –
excellent; 5 – basic));
Knowledge of Turkish or Russian would be an asset.
General professional experience
At least 10 years of professional experience as a specialized anti-corruption expert.
Specific professional experience
Experience in capacity development on anti-corruption related issues;
Experience in the design and implementation of integrity measures in the justice system, including incompatibilities and conflict of interest;
Previous involvement in international programs is an asset.
Key expert 4: Public service reform expert. 440 days, junior expert.
Qualifications and skills
University degree in social science, public administration or law or 10 years' experience
Fluency in written and spoken English (competence of at least 2 on a scale of 1 to 5 (1– excellent; 5 – basic));
Fluency in the Azerbaijani or Turkish languages is an advantage.
General professional experience
5 years' experience working in the area of public administration reform, preferably in the justice sector
Experience in project management
Specific professional experience
Experience in assisting government institutions in capacity building and public administration reforms
Knowledge of the Azerbaijan judiciary system is an asset,
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
Non Key experts
Short-term experts in the following areas will be required to help the project achieve its results (min. 125 days, i.e. 65 senior and 60 junior):
Judicial independence
Anti-corruption
Probation service structure and legislation
Offender management pilot projects
Cooperation within the offender management system
