Qualifications and skills
 
• University degree equivalent to a Masters or higher;
• Fluency in oral and written English (at least level 2 on a scale of 1 [excellent] to 5 [basic]);
• Knowledge of Azerbaijani, Russian or Turkish is an asset.

General professional experience

• Minimum 10 years of professional experience with institutional/legal approximation.

Specific professional experience

• Minimum 3 years of international experience in the implementation of institutional/legal approximation projects, preferably in the ENP region or transition countries;
• Experience of participating in at least one project dealing with the design and/or evaluation of international institutional/legal reform project(s);
 
Assignment Description:
 
Comprehensive Institution Building (CIB) co-ordination
• Assisting in organisation of regular IRP steering committees on request of the relevant CIB core institutions
• Following up on IRP implementation, supporting IRP beneficiaries in identification, formulation, and implementation
• Providing regular updates on status of CIB implementation
 
Technical and Information Exchange Instrument (TAIEX) co-ordination

• Collecting and updating information on TAIEX events
• Preparing regular reports on TAIEX
 
Support for Improvement in Governance and Management (SIGMA) co-ordination

• Collecting and updating information on SIGMA assistance
• Preparing regular reports on SIGMA
 
IB projects formulation and monitoring

• Assisting other KEs,in their support to the PAO,
-          in identification and formulation of IB interventions,
-          in monitoring and evaluation of ongoing institution building activities,
o    especially in providing regular monitoring and progress reports on ongoing institution building activities
 
Visibility co-ordination (with Visibility STE)

• Maintaining and updating a GoA EU Institution Building Activity website on a regular basis, ensuring that all new documentation related to Twinning, TAIEX, SIGMA, and CIB is widely available;
• Preparing and disseminating a quarterly newsletter in electronic and paper format, with clear sections for each of the institution building tools.
