The purpose of the Safety and Operational Risk Function (S&OR) is to drive improvements in operational safety, health, environmental performance, security (including crisis management) and integrity management across BP's day-to-day operations. Implemented through operational leadership, S&OR's task is to create throughout the company a sustainable framework and supporting systems to underpin performance improvement, ensure sufficient capability and verify compliance.

Role synopsis

The Mechanical (Static) Technical Authority will report to the AGTR Engineering Authority (EA) and deliver the following accountabilities to provide assurance that the ‘engineering essentials’ of the BP Operating Management System (OMS) are being met and are fully auditable. A key role is to provide clear discipline specific Safety & Operational Risk (S&OR) guidance to the Region in the following areas: - Set clear S&OR requirements specific to discipline - Maintain an independent view of safety and operational risks - Provide deep technical expertise to the line in support of the S&OR objectives - Intervene and escalate issues to cause corrective action

Key accountabilities

• Advise the EA and AGTR staff on issues relating to technical integrity and risk and recommend technical solutions.
• Employ risk management on technically significant issues. Evaluate risk associated with each decision or recommendation.
• Provide expert technical advice on incident investigations, Root Cause Failure Analysis (RCFA) and related QA/QC processes
• Provide expert technical support to Procurement and Supply Chain Management (PSCM) for Potentially High Consequence Activity (PHCA) contracts.
• Ensure compliance with existing AGTR engineering standards and practices and incorporation of lessons learned into new designs.
• Develop and deliver the annual discipline specific assurance plan and confirm that all discipline work is self-verified and conducted in accordance with the AGTR approved STPs.
• Assure sub-discipline engineering content of relevant operating procedures affecting safety and operational risk through periodic checks on application
• Assure safe operating envelope excursions are tracked, investigated and corrective actions taken
• Lead AGTR Local Communities of Practice (Local CoPs).
• Serve as a technical and coaching ‘focal point’ for Discipline Engineers within the AGTR.
• Health and competence of Discipline including succession planning and coaching.

Essential Education

• Degree qualified (Mechanical Engineering or equivalent)
• Professional accreditation (Chartered engineer, Professional engineer (PE) )

Essential experience and job requirements

• Significant experience (15 to 20 years) in a related oil and gas, petrochemical industry
• Demonstrable application of Mechanical Engineering Design and Operations principles
• In depth understanding and demonstrable application of International Standards relevant to static mechanical engineering e.g. ASME, ANSI, ISO
• Onshore and offshore operational mechanical engineering experience
• Ability to travel
• Specific awareness of the following ETPs is essential:
o GP 42-10 ASME B31.3 Piping Systems
o GP 62-01 Valves
o GP 62-04-1 Relief Valves
o GP 46-01 New Pressure Vessels
